Virtuoso EMX

From V1.0_3.1 of the design kit EMX is now included in the ordinary setup script.

The setup script emxsetup will initialize the environment for
Cadence Virtuoso EMX. A new .cdsinit is required for this
so the old one should be removed before running the script.

A new file, emxconfig.il, will also be placed in the current directory.
Some required information about the EMX installation resides here and the
rest should be filled in by the user.
